Biography

Esek Hopkins was born in Scituate, Rhode Island, in 1718, the younger brother of Stephen Hopkins, and built a long career as a merchant mariner and privateer captain before the Revolution. He commanded vessels in the transatlantic trade for decades, acquiring practical maritime experience that made him a natural candidate for naval command when Congress began organizing America's first national fleet in the fall of 1775. His connections — commercial, familial, and political — in Rhode Island further recommended him at a moment when Congress needed a figure who commanded the confidence of New England's maritime communities.

Congress appointed Hopkins commander-in-chief of the Continental Navy in late 1775, the highest naval commission in American service. In early 1776 he led the new fleet south to Nassau in the Bahamas, where his forces conducted the Navy's first amphibious landing operation, capturing the port and seizing substantial stores of gunpowder and military equipment. The operation demonstrated that American naval forces could project power beyond the continental coastline. On the return voyage, however, Hopkins failed to engage a British warship as Congress had instructed, and his subsequent conduct of operations drew increasing criticism from delegates who expected more aggressive action from the fleet. He was censured by Congress in 1777 and formally dismissed from command in 1778, becoming a casualty of the structural tensions between the Navy's limited capabilities and Congress's ambitious expectations.

Hopkins's dismissal was controversial in Rhode Island, where many viewed him as a capable commander undone by impossible demands and political rivalry rather than genuine incompetence. His tenure as commander-in-chief — brief and embattled as it was — nonetheless represented a significant moment in the establishment of American sea power. He died in Providence in 1802, his reputation a subject of debate that has continued among naval historians ever since.

Rhode Island, with its bustling port of Providence and its long history of seafaring commerce, shipbuilding, and even smuggling, was uniquely positioned to contribute to this new endeavor. The ships were a motley collection — converted merchantmen and small warships, including the flagship Alfred, the Columbus, the Andrew Doria, and the Cabot — crewed by inexperienced sailors and Marines eager to strike a blow against the British Empire. Among the officers serving under Hopkins were several men who would go on to distinguished naval careers, most notably John Paul Jones, who served as a lieutenant aboard the Alfred and would later become the most celebrated naval hero of the Revolution. In February 1776, Hopkins sailed his squadron out of Philadelphia with orders from Congress to patrol the Chesapeake Bay and disrupt British naval operations along the southern coast. However, Hopkins made a fateful decision that would define his legacy in contradictory ways. Rather than following these instructions, he chose to lead his fleet southward to Nassau in the Bahamas, where British forces maintained a garrison and stores of military supplies. Hopkins calculated that a surprise raid on Nassau would yield desperately needed gunpowder, cannons, and other war materials for the Continental Army, which was chronically short of such provisions.
